Michurinsky oil Refinery is unique due to the fact that it is first oil refinery in Russia (in 35 years) private but not a state-run, independent of Vertical Integrated Oil Companies, commercial, constructed from the scratch oil refinery connected to the oil trunk pipeline (total capacity equals to 7.5 MTPA) and product trunk pipeline (total capacity equals to 2.3 MTPA) which capacity equals 7.5 MTPA, the quality of diesel complies with Euro-5 standard and in 2016 the processing depth has grown up to 96%. In 2018 the quality of gasolines complied with Euro-5 standard. 

Today, Michurinsky Oil Refinery is a modern, open, dynamic company heavily investing in the construction of new and upgrading of existing facilities and planning a diversified development of the production base in central Russia to improve the efficiency of natural resources utilization and increase the production of petroleum products meeting the highest quality standards by implementing the most cutting edge deep conversion processes.

The Refinery occupies its rightful place among the largest players of the Russian oil refining industry, forming the Urals and West-Siberian oil refinery market, and is known far abroad.

LLC «Michurinsky Refinery» was founded in December 2009 on the territory of one of the major oil and gas producing constituents of the Russian Federation - Tambov region, where most of Russian oil (64%) and natural gas (91%) reserves are concentrated.

Quality Management System


Michurinsky Refinery has increased AI-95 gasoline production by 277% and jet fuel production by 450% in March 2021

Michurinsky Oil Refinery increased the production of several popular brands of oil products at once. The output of AI-95 gasoline increased by 277% (+6,05 thousand tons) and jet fuel by 449% (+42,4 thousand tons).

The total volume of processed raw materials amounted to about 353 thousand tons; the volume of light oil products amounted to 265 thousand tons. More than 65,8 thousand tons of motor gasolines, about 135 thousand tons of gasoil, and 19 thousand tons of bitumen were produced. The refining depth during the accounting period amounted to 83,22% and the output of light oil products amounted to 75,08%.

A significant increase in output of AI-95 motor gasoline and jet fuel in March 2021 as compared to the same period last year was due to redistribution within the product portfolio in favor of high-margin fuels. This is largely due to the recovery of demand for quality oil products after the removal of restrictions on relocation imposed last March due to the coronavirus pandemic.

Michurinsky Refinery has got an opportunity to produce products that meet modern environmental standards due to the implementation of a large-scale Program for construction and modernization of the refinery facilities. At present the refinery is in an active stage of implementation of the "Delayed Coking Complex" project: a lot of work has been done on equipment contracting for the delayed coking and gasoil hydrotreatment units, construction and installation work has begun. Completion of this and other modernization projects will increase the competitiveness and profitability of the enterprise.

Biography of Valery Kuznetsov

Kuznetsov Valery Vyacheslavovich was born on August 25, 19 in Leninsk, Kazakh SSR (now Baikonur). Graduated from Physics and Mathematics School No. 131 in Kazan.


After graduating from Kazan State University (specialty "radiophysics"), he worked in commercial structures at the Nizhnekamskneftekhim plant (Tatarstan). Subsequently, he took the position of deputy director at the representative office of Nizhnekamskneftekhim in Kazan.


In 2002 Valery Kuznetsov, moved to Moscow and founded the company "Petrochemical Technologies" (NGHT), which later became the basis for the formation of the Group of companies "Michurinsky oil refinery". Already in 2009, the turnover of the NGHT, which imports and processes Karachaganak gas condensate, liquefied gases from Western Siberia to Bashkiria and supplies natural gas, reached one hundred million dollars per year.


At the same time, during the auction, the company acquired equipment capable of processing about 0.5 million tons of oil per year – the installation served as a production base for the Michurinsky Oil Refinery. The first products at the plant were received at the end of 2010.


In 2018, the Moscow office of the Michurinsky Oil Refinery Trading sales company "Omikron" LLC was opened to search for and attract foreign investment in the holding's projects in the territory of the Russian Federation. There was a private retail network of gas stations in the Tambov region.


In a relatively short period of time, ten years, very significant results have been achieved: large-scale construction and development of the Michurinsky Oil Refinery (II and III technological stages) was carried out, oil fields in the Tambov region were acquired, the well fund was repaired.

In September 2016, the Michurinsky Oil Refinery put into commercial operation a complex unit for deep processing of fuel oil, thus reaching a record for the Russian oil industry processing depth of 98%, which allowed the plant – one of the few in the country – to completely abandon the production of fuel oil.

By 2016, on the basis of the Michurinsky Oil Refinery, the Novy Potok Group of Companies was formed, including enterprises engaged in oil refining, transportation and sale of petroleum products on foreign and domestic markets, as well as a company owning deposits in the Tambov region.

The creation of the Michurinsky Oil Refinery was a high professional achievement of Valery Kuznetsov, and the plant itself joined the club of oil–free refineries (complete absence of fuel oil in products produced for shipment) - the elite of oil refining.

Chronology of the Michurinsky Oil Refinery development

Michurinsky Oil Refinery is one of the leading private oil processing enterprises in Russia. Starting with a rather modest figure of its own production of 0.4 million tons per year, which was 13 years ago the design capacity of the first technological stage of the Michurinsky Oil Refinery, the enterprise under the management of Valery  Kuznetsov in a relatively short time reached a record depth of processing for Russia and high indicators in terms of quantity and quality of products.

                                FORMATION: 2009-2010


The active phase of construction of the first stage of the Michurinsky Oil Refinery began in 2009.

On July 29, 2010, the construction of the first stage of the plant was completed.The birthday of the Michurinsky Oil Refinery is considered to be September 30, when the plant began operating in trial operation mode.In November 2010, the first technological stage (ELOU AT-1 installation) with a capacity of 400 thousand tons per year was put into operation.

2011 year

By the end of 2011, the Michurinsky Oil Refinery is a large enterprise with a processing capacity of over 500 thousand tons of oil per year.

At the same time, it was decided to modernize production to 740 thousand tons per year and build the second technological stage of the plant, also with subsequent modernization.

In 2008, the AT-1 unit was upgraded, during which the refining capacity was increased from 500 thousand tons to 740 thousand tons of oil per year.

The construction of the II stage of the Michurinsky Oil Refinery is underway.

The development of its own retail network of gas stations in the Tambov region has begun.

The AT-2 unit with a capacity of 2,500 thousand tons of oil per year of the Michurinsky Oil Refinery has been put into operation. For the first time in 30 years, a completely new oil refinery was built on the territory of Russia without relying on the legacy of the Soviet technological base.

                                   IMPLEMENTATION OF THE AGREEMENT
                                        WITH THE GOVERNMENT: 2015-2017


On September 21, 2015, Agreement No. 09-32 was signed between the Government of the Russian Federation and the Michurinsky Oil Refinery, according to which the refinery undertook to implement investment programs aimed at modernizing oil refining capacities, providing for a phased transition to the production of higher-quality petroleum products, including the implementation of the third stage of construction.

In 2015, the largest construction project in the entire history of the plant began: it was necessary to bring the volume of primary processing to the level of an industrial refinery.

Work was carried out at the plant to increase the production capacity of the primary AT-2 installation. As a result of modernization, its capacity was increased from 2.5 million tons to 3.3 million tons of petroleum products per year, and as a result, the total productivity of the plant (AT-1 and AT-2) reached more than 4 million tons of petroleum products per year.

By the end of 2018, the 1st stage of the III stage was completed: the plant's capacity reached 7.7 million tons per year.


The company "Michurinsky Oil Refinery" supplies products throughout the entire territory of the Russian Federation and to many other countries. Thus, a significant portion of Michurinsky oil  products are sold on the domestic market, completely covering the needs of the Tambov region. One portion is traded on the St. Petersburg stock exchange, and another is exported. Michurinsky Refinery products are popular all over the world. Oil products are delivered to neighboring countries: Kazakhstan, Tajikistan, Uzbekistan, Belarus, Omsk, Tomsk, Kemerovo regions and Altai Territory. The major portion of oil products are delivered to foreign countries - Italy, the Netherlands, Turkey, Malta, China, as well as Poland, Romania, Bulgaria, Greece, Israel, Lithuania, Latvia, Estonia, Great Britain, and USA.- via ports: Novorossiysk, Vladivostok and Primorsky; and stations: Grushevaya and Vyshesteblievskaya. Products are shipped by different logistical means. The Company's consumers are permanent and stable partners.



The concept of sustainable development of the Company is based on the principle of preserving the environment for future generations. Michurinsky Oil Refinery is aware of the nature of the technogenic impact of its activities on the environment and environmental risks. The company improves training modules in the field of environmental protection and takes part in projects to prevent climate change and preserve biodiversity. 

The company implements a set of measures to reduce the negative impact on the environment. These include measures for environmental monitoring, reduction of harmful emissions, rational use and treatment of wastewater, disposal and recycling of waste, and improvement of energy efficiency.
